WebOh, the Realistic Population mod explains the high numbers! In vanilla it’d be closer to 200k with this amount of space, max. I’ve never tried Realistic Population because it seems to change the game quite a bit - I’ve read it’s kind of another layer of added difficulty, along with realistic parking and turning vehicle despawning off (neither of which I use either). What you probably need to look for in the workshop is a save where somebody has deleted all of the outside connections after starting a new game. You could also just use 81 Tiles and manually break the incoming connections before you start building.
